Bulmer Neighbourhood Plan Update – June 2026

Following agreement of the Bulmer Parish Council in April 2026, the amended Bulmer Neighbourhood Plan was submitted to North Yorkshire Council in May 2026.

The submitted documents have been checked by the local planning authorities against the relevant criteria in Schedule 4B of the Town & Country Planning Act 1990 and have now been approved for publication.

In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended), North Yorkshire Council and the Broads Authority are now consulting on the submitted, modified Neighbourhood Plan. The consultation period runs from Monday 29th June until 23.59 on Wednesday 12th August 2026. 

Further information on how to make comments on the amended plan can be found on the relevant page of the North Yorkshire Council website.

Paper copies of the Neighbourhood Plan and comment forms are available in the Telephone Kiosk in the centre of the Village.

The Telephone Kiosk is looking much brighter having received a fresh coat of red.

When the The Telephone Box was brough offline it was bought off British Telecom for a whole £1! With grant funding from North Yorkshire Council, it have been restored to look brighter than ever. Now it is used as the Village Library; please feel free to take a look in and borrow a book.

Behind this bright red landmark you will find the Village Noticeboard with useful information and posters for events in the Village as well as all the Parish Council News and Village Map. Furthermore it marks a central location for the Village Defib which is available for anyone in an emergency.

Recent concerns in BulmerRecent concerns in Bulmer

We as Bulmer Parish Council have received the following message from the police and are sharing it here in full:

“I have been passed an enquiry made regarding an incident in Bulmer Village earlier in the year attended by armed Police. It is understandable that given the circumstances and lack of information in the public domain that residents would be concerned about the reported presence of armed Police Officers. I can however categorically state that, in regards this matter, there was/is no threat to the public, nor the wider public.

Though an investigation was generated following the receipt of information that investigation is now closed with successful resolution. There are no charges against any party and the matter finalised from a Police point of view.

From further correspondence received from village residents I am aware that the incident has created a sense of concern in the village but there are no tangible grounds for this. I cannot share any further information on the matter.

I have asked for an additional passing presence in the village but this is not to address any threat, merely reassurance.

I understand there has been a request for a meeting with residents BUT I must stress there would be no further exchange of information other than that set out in this email.”

We hope this reassures residents. The key message from the police is that there was no threat to the public and the matter is now fully resolved.

Dark SkiesDark Skies

Bulmer is proud to call itself a Dark Skies Friendly Community. As a community we strive to preserve our natural dark skies by reducing unnecessary light pollution. By keeping our skies as dark as possible we can help to reduce the effect on wildlife such as moths, bats and other nocturnal animals. It also allows us to view the amazing stars of the night sky to an amazing effect.

Bulmer has always been an inherently dark village with no street lights and many properties having sensitive exterior lighting. In autumn 2024, a community project took place to replace the Village Hall’s exterior lights with Dark Skies friendly lights, the new lights now Dark skies compliant, give a better spread of low light for the parking areas and are also very attractive. An audit on the residential properties took place which logged how many lights in the village were already compliant with the scheme. The results of both the project and audit have granted the village Dark Skies status.

As part of the Dark Skies friendly scheme we do not insist that anyone turns off exterior lights, however we do encourage all residents to consider Dark Skies friendly lighting into any plans or exterior lighting works that they do. The Parish Council Oak TreeThe Parish Council Oak Tree

The plaque that sits below the oak tree has been lovingly repaired and replaced by Ben. The plaque reads; ‘Parish council oak planted in 1894 to commemorate the act which created parish councils‘.

As the tree has been standing for about 130 years, it has grown to be a prominent feature within the village. However, we need to look after it correctly: if it becomes overgrown it may cause harm to the passing vehicles and pedestrians. The Parish Council will be looking at hiring an arborist to conduct a report on this tree so that it can be managed appropriately.

With the correct care, we can ensure that this impressive tree will stand for hundreds of years to come.
